Concerned by the slow growth in Agriculture and allied sector the National
Development Council (NDC) resolved that agricultural development strategies must be reoriented to meet the needs of farmers and called upon the central
and the state government to evolve a strategy to rejuvenate Agriculture. The NDC reaffirmed its Commitment to achieve 4 percent annual growth in the
Agricultural sector during the 11th plan. However annual growth rate target has been fixed at minimum 2 percent for Assam during 11th plan.
The primary target area for Agricultural sector development through RKVY have been
identified as Agriculture, Horticulture, Animal Husbandry, Research, Fishery and Dairy.
Apart from these other related sectors are also considered from time to time for RKVY Programme
on the basis of C-DAP (Comprehensive District Agriculture Plan) and SAP (State Agricultur Plan).
To achieve the target growth projection, state has given complete flexibility and choice in selecting interventions. The main aim of the scheme is
a holistic development of Agriculture and allied sectors.
